Terrorized ethnic group to form force in Pakistan

QUETTA, Pakistan (AP) ? Inside the ruins of a market demolished by a powerful bomb, four tiny white candles ?dwarfed by the scale of the destruction ? flickered gently in the freezing rain as dazed Shiite Muslim Hazaras wept for the nearly 90 people killed in the blast.

Condemning the Pakistan government for doing little to protect them, the small ethnic group has vowed to set up their own defense force to deal with Sunni extremists they blame for the bombing and a series of other ferocious attacks that have killed nearly 400 ethnic Hazaras in the past 18 months, nearly half in the first two months of this year.

The bomb earlier this month in the Pakistani city of Quetta ripped a swath of devastation that flattened a three-story building and left the ruins of scores of single-room shops exposed to the rain. Blood-soaked rugs were all that was left of a carpet store.

"The ones who did this ? they are not human. They are animals," said Surha, a young woman who goes by one name, a common tradition here. She spoke as she grieved at the site, more than a week after the bombing.

Shiite leaders blame inaction by Pakistan's security service for the rising violence against them in Quetta, the capital of southwestern Baluchistan province. They told The Associated Press recently that they are petitioning the provincial administration of Baluchistan to approve a Hazara-led defense force to work with local police.

"Of course, I blame the government," Surha said, her voice getting louder.

Wrapped in a large beige shawl to ward off the cold, she recounted how two of her young cousins died in the bombing after returning home from school to help their father in his used clothing shop.

Her face was wracked in pain. Her voice cracked. "The government is responsible for this situation because daily it is happening to us and nothing is done to stop it."

Many Hazaras, who are mostly Shiite Muslims, migrated from neighboring Afghanistan during the past century. They are easily recognized by their distinctive Central Asian facial features, which Hazara leaders say make them easy targets for militant Sunnis.

"We can't hide who we are. You can see it in our faces. I don't see it getting better," said Allama Muhammad Juma Asadi.

His school, Jamia Imam Sadiq, is just a couple blocks from a massive bombing that killed more than 100 people on Jan. 10. Terrified students ran into the street. It was chaos, he said.

When a second explosion leveled the market on Feb. 16, Hazara leaders began to talk of self-protection and raising a security force of their own.

"Very soon we will have our own people at the checkpoints," Asadi said. "We have discussed setting up our own protection force with the administration."

Radicals have attacked non-Hazara Shiites elsewhere in the country, but some of the worst attacks have occurred in Baluchistan where most Hazaras live. A virulent anti-Shiite group, Lashkar-e-Janghvi, has taken responsibility for all the attacks. The militant organization is made up of radical Sunni Muslims and reviles Shiites as heretics.

About 20 million of Pakistan's 180 million people are Shiites, who mostly live in harmony with the majority Sunni population. But militant groups from both sides have sprung up in Pakistan over the decades, often with suspected financial links to Saudi Arabia, which is ruled by a Sunni monarchy, and Iran, a Shiite powerhouse in the region.

"A crumbling state has failed to stop slaughter after slaughter and to provide even basic security to its hapless citizens leaving them at the mercy of the murderers," militant expert and author Zahid Hussain recently wrote in a local newspaper.

The February explosion claimed the lives of 17 members of Bostan Kishtmand's family, which owned more than 20 small shops in the area.

"I went a little out of my mind when I went to the hospital and saw all of my relatives, all dead," Kishtmand said in broken English. "Something went wrong in my head."

After the January bombing, Baluchistan's provincial administration was fired and responsibility for the region's security came under the federal government. It ordered the paramilitary Frontier Corps to restore calm in Baluchistan, a sparsely populated province that was wracked by a bloody secessionist movement nearly two years ago. That gave way to the current round of brutal sectarian bloodletting.

In the February attack, militants loaded a water tanker with about 1,000 kilograms (2,200 pounds) of explosives. It passed undetected through two checkpoints manned by Frontier Corps.

Days after the explosion, the ground around the market was still covered in scores of muddy children's clothes, sweaters, dozens of winter jackets and tiny sandals. Several of the stores in the market had sold used children's clothes.

The explosion was timed to have the most devastating effect, Asadi said. It occurred after 7 p.m., when offices were closed and families were in the market shopping. Three schools in the area all held evening classes to teach students English and computer skills.

Fifteen-year-old Inayat Hazara had been improving his computer skills at a nearby institute when the explosion occurred. He touched a dirty white bandage that covered much of his neck as he recalled the explosion, and the horror of the blood and bodies of his fellow students lying nearby.

"The noise was everywhere, my ears hurt. People were screaming and I couldn't see at first the dust in the air was so thick," he said.

Like tiny missiles, thousands of glass shards ripped through the computer lab where he was studying, he said.

"Everyone wants a good life, but I don't know how you have it here," he said.

Retired senior police officer Faqir Hussein said he supported a special protection force, but warned that a Hazara-only one could spark even more sectarian conflict.

A city of nearly 3 million people, Quetta is divided into neighborhoods that include ethnic Pashtuns and Baluch ? another minority that dominates Baluchistan province. Hussein said that the other groups often live and work in Hazara-dominated areas, but that Hazaras themselves rarely go outside their own neighborhoods.

He said a mixed protection force would be preferable at checkpoints where the neighborhoods intersect.

"If a Pashtun comes to a checkpoint, he won't accept to be stopped and searched by a Hazara and that could start violence," explained Hussein, who is a Hazara.

He said there were parts of Quetta that are "no-go" areas for Hazaras because militant Sunnis are hiding among the local Baluch and Pashtun populations. While they might not support the militants, many local people are too terrified to turn them in.

Among the worst parts of Quetta is Sariab Road, a main avenue that is dominated by Pashtuns and Baluch. It has been the scene of numerous attacks and bombings.

Hussein turned down a job at the police training academy because he would have to drive along the avenue.

"Not because I am a coward, but I also don't want to commit suicide and it would have been suicide to drive everyday on Sariab Road," he explained. "Today not one Hazara drives on that road."

'Amateur hour': Vatican's historic conclave drama

Huge crowds are anticipated for Pope Benedict's final papal audience tomorrow. Soon the conclave ? including controversial California Cardinal Roger Mahoney ? will select a new leader for the Catholic Church. NBC's Anne Thompson reports.

A lame-duck pope. A secret dossier. Rumors of a gay cabal. A cardinal accused of "inappropriate" behavior.

The Vatican is in an uproar, and church scholars say there hasn't been this much drama surrounding a conclave since 1800, when Pope Pius VI died while being held prisoner by Napoleon.

One Vatican watcher says you have to go back to 1730 ? when Pope Benedict XIII's right-hand man fled Rome in disguise amid allegations of corruption ? to find a conclave buffeted by this much scandal.


"This is not a healthy situation for any kind of institution," said the Rev. Thomas Reese, an expert on the Catholic Church at Georgetown University.

"It looks like amateur hour."

The conclave that will begin next month to choose Pope Benedict XVI's successor was always going to be an anomaly since it's been centuries since a sitting pontiff resigned.

The pope's historic Feb. 11 announcement has been overshadowed, however, by an extraordinary wave of revelations and accusations.

Leading historian Michael Walsh discusses the impact of Pope Benedict XVI's resignation, his legacy and whether there's a chance that the next pontiff will be a non-European.

There were calls for cardinals accused of mishandling the sex-abuse crisis to abstain from voting. Then came a report that Britain's top cleric, Cardinal Keith O'Brien had been accused of bad behavior by priests, followed by his resignation on Monday.

Over the weekend, the Vatican had to deny an Italian newspaper report that Pope Benedict abdicated because an internal probe into the so-called Vatileaks mess had uncovered a network of gay priests who were being blackmailed.

Now comes the news that the pope will only let two people see the report on the document leaks ? himself and his successor ? despite calls for the Holy See to become more transparent.

Certainly, there have been other modern conclave controversies.?

The 1903 frontrunner, Cardinal Mariano Rampolla, was vetoed by the emperor of Austria-Hungary, prompting a change in rules that allowed Catholic powers to knock down a candidate, said NBC News' Vatican expert, George Weigel.

Experts say there hasn't been this much pre-conclave uproar since a pope spirited out of Rome by Napoleon's forces died.

The conclave of 1914 had cardinals from Germany and France refusing to speak to each other, and the conclave of 1939 was held against the backdrop of a world hurtling toward war.

But today's level of pre-conclave tension hasn't been seen since 1800, two years after French forces invaded Rome and carried off the pope, several experts said.

"You had a dire situation where Pope Pius VI died effectively still a prisoner of the French. The cardinals could not gather in Rome for the election and had to meet on an island off Venice," said Matthew Bunson, general editor of the Catholic Almanac.

James Weiss, a professor of church history at Boston College, sees the conclave of 1730 more analogous, because it was complicated by internal problems, not outside forces.

He said that when Pope Benedict XIII died after six years, his corrupt and powerful aide, Cardinal Niccolo Coscia, was run out of town amid allegations he looted Vatican coffers.

"The population of Rome attacked his palace and he disguised himself a washerwoman and escaped," Weiss said. Coscia managed to negotiate a return for the conclave, however.

The commotion around the upcoming conclave could have serious consequences.

The Vatileaks intrigue would appear to undermine the cardinals of the Roman Curia, the administrators of the Vatican, while the sex-scandal bombshells weaken the outsiders from dioceses around the world, Reese said.

The various crises underscore some of the Vatican's weaknesses: a lack of transparency and an allergy to change in a rapidly modernizing world with a 24-hour news cycle and exploding social media.

"This is chickens coming home to roost," Weiss said.

Church historians say the clouds hovering over the conclave show why the next pope, unlike Benedict and John Paul II before him, must make Vatican house-cleaning a priority ? from streamlining a web-like bureaucracy to standardizing archaic finances.

"It's always an issue when you have an institution that thinks in terms of centuries, to bring about reforms on a turn of a dime." Bunson said,

Bunson said he thinks those reforms are within reach with the right leader, but Weiss wondered if efforts to usher in a new era aren't already being undercut by the Vatican's announcement that the Vatileaks dossier will stay under wraps.

"That means the cardinals are going into the conclave blind, not knowing who among them may have stuffed their pockets or been part of gay sexual enclaves,"?he said.?

Reese said moving up the date of the conclave ? which the pope announced Monday he would allow ? could also be antithetical to change because it gives the cardinals less time to consider outsider candidates.

"This is the most important thing these cardinals will ever do," he said. "There?s no reason to rush."

Civil Society Groups Help Make Electricity Affordable and Sustainable

Worldwide, one out of every five people lacks access to modern electricity. Affordability, quality of service, and social and environmental impacts pose great challenges in providing people with the power they need for lighting, cooking, and other activities. Good governance involving open and inclusive practices is essential to overcoming these pressing obstacles.

This is part one of a four-part blog series, ?Improving Electricity Governance,? which explores the key components involved in making electricity decision-making more open, inclusive, and fair. The series draws on the experiences of WRI?s Electricity Governance Initiative, which are documented in a new report, ?Shining a Light on Electricity Governance.?

Access to electricity poses major challenges in India. Service varies considerably across the country. In some regions, fewer than 40 percent of people have access to electricity, while half of all rural households lack access to power. These issues will become more challenging as demand for energy is expected to double by 2020. The country will need to figure out how to provide affordable, reliable power in ways that benefit both people and the planet.

But India has a powerful ally in overcoming these electricity challenges: civil society organizations (CSOs).

People?s Monitoring Group of Electricity Regulation Steps In

In the state of Andhra Pradesh, the People?s Monitoring Group on Electricity Regulation (PMGER), a partner with WRI?s Electricity Governance Initiative (EGI), acts as an advocate for affordable, reliable power. The organization is a consortium of NGOs whose constituencies include farmers? organizations, environmental and development advocacy groups, electricity advocacy groups, workers? unions, and research organizations. PMGER ensures that Andhra Pradesh?s electricity decisions are fair, effective, and made with citizens? best interests in mind.

PMGER initially advocated for equitable electricity tariffs, but now participates in other important regulatory areas, such as power purchase agreements and ensuring quality of power supply for various consumer groups. Recently, PMGER analyzed key energy policies in Andhra Pradesh?including the state?s wind energy policies?to identify where gaps may exist in development and implementation processes.

Through this analysis, PMGER determined that shortfalls in the state?s renewable energy development are attributable to unclear timelines and lack of proper reporting and monitoring processes, among other issues. The group then organized public meetings with government officials, disseminating information about the policy?s strengths and limitations and discussing implementation challenges. All of this analysis and work has increased transparency in Andhra Pradesh?s electricity sector, as well as helped other stakeholders make more informed interventions and seek improvements in the policy. PMGER is now using its expertise to build the capacity of other organizations in the area.

CSOs and Better Electricity Governance

Similar to PMGER?s example in India, other EGI partner experiences demonstrate the importance of CSO participation in improving the electricity sector. For example:

  • Kyrgyzstan?s Civic Environmental Foundation (UNISON) has been able to establish itself as a credible stakeholder in electricity decision-making processes. It was appointed co-chair of the government?s new Fuel and Energy Security Transparency Initiative (FESTI) in early 2011. The initiative has increased the government?s engagement with civil society groups, and the electricity sector has begun to show signs of progress. With improved transparency and stakeholder participation, transmission line costs have been reduced by millions of dollars, and electricity distribution losses have been reduced.

  • The Indonesian Centre for Environmental Law and other CSOs led a campaign that was able to convince Indonesia?s Parliament to endorse the 2008 Public Disclosure Act. ICEL provided input to the development of the law, which enhances public access to information and participation in the country?s electricity sector.

Improving Civil Society?s Participation in Governance

As cases in India, Indonesia, Kyrgyzstan, and numerous other countries make clear, CSO participation is a critically important component for improved governance in the electricity sector. CSOs like PMGER are important for helping the public express concerns and opinions in the decision-making processes that directly impact them. In short, they?re a key component in the challenge to make electricity affordable and accessible.

Indiana is No. 1 in The Associated Press' Top 25 for the fourth straight week, while Gonzaga moved to No. 2 for the first time in school history.

While the West Coast Bulldogs made some news at the top of the poll Monday, Louisiana Tech, the Bulldogs from Down South, moved into the rankings for the first time since a 13-week run in 1984-85, their only appearance in the poll.

Louisiana Tech, which is 25th this week, was led back then to a ranking as high as No. 7 by a forward named Karl Malone. Gonzaga at that time had a point guard named John Stockton. They went on to become one of the greatest combinations in NBA history with the Utah Jazz, were members of the Dream Team and both were inducted in the Naismith Memorial Basketball Hall of Fame.

The Hoosiers, who have been ranked No. 1 for a total of 10 weeks this season, received all but one first-place vote from the 65-member national media panel.

Gonzaga, which got the other No. 1 vote, was ranked third last week. The Bulldogs were also that high in the poll for the final two weeks of 2003-04.

Duke moved up three spots to third and is followed by Michigan and Miami, which dropped from second after falling to Wake Forest, the Hurricanes' first Atlantic Coast Conference loss this season.

Kansas is sixth, followed by Georgetown, Florida, Michigan State and Louisville.

Saint Louis, which beat Butler and VCU last week, moved into 18th in the poll, the Billikens' first ranking since being in for one week last season.

Colorado State, which was 22nd and lost twice last week, and VCU, which was 24th, dropped out.

Crews search for family who abandoned sinking boat

MONTEREY, Calif. (AP) ? Crews searched by sea and air and sought the public's help Monday as they ramped up their efforts to find a husband and wife and two young children who sent a series of distress calls to the Coast Guard the day before, saying their sailboat was sinking far off the Central California coast and they were fashioning a raft from a cooler and a life ring.

The unidentified family had been sailing a small vessel west of Monterey Bay, where strong winds, cold water and big swells made for perilous conditions. Forecasters had issued a weekend advisory warning boaters of rough seas in the area.

The group ? which included two children under 8 ? made its first distress call late Sunday afternoon, Coast Guard Lt. Heather Lampert said. Investigators used the boat's radio signal and radar to determine the call came from an area about 60 miles west of Monterey, she said.

The boaters reported that their 29-foot sailboat was taking on water and the electronics were failing.

An hour later, the family members reported they had to abandon the boat and were trying to make a life raft out of a cooler and life-preserver ring, Lampert said. The Coast Guard then lost radio contact.

The agency looked for the family through the night and on Monday, with help from the California Air National Guard.

The Coast Guard on Monday also released one of the family's recorded distress calls (http://bit.ly/W90cyv ), in hopes that it will lead to new information from the public that could help in the search. So far the agency has received no reports of missing persons in the case.

The agency believes the boat may have been called "Charmblow." In the crackling recording, a man's voice is heard saying, "Coast Guard, Coast Guard, we are abandoning ship. This is the (Charmblow), we are abandoning ship."

The agency has not identified the family, although investigators were able to determine from the broken distress calls that they were a husband and wife, their 4-year-old son and his cousin, Lampert said.

The family's location initially was reported farther north, but Lampert said investigators using the boat's radio signal and radar now believe the call came in west of Monterey Bay, which is about 100 miles south of San Francisco. The boat did not have a working GPS system.

The National Weather Service had issued an advisory throughout the weekend warning boaters of strong winds and rough seas around the San Francisco Bay Area. Water temperatures in the area typically are in the 40s and 50s, making long-term survival difficult.

Mariners "operating smaller vessels should avoid navigating in these conditions," the advisory said.

Calls to harbors in California have failed to locate the boat, and database searches have come up empty too, Lampert said. The Coast Guard was expanding its search to Hawaii, the Seattle area and north into Canada.

White House orders wider access to research

The White House directive seeks to make federally funded research easier to get to.

Responding to calls for more open access to publicly supported research, the White House has directed a wide range of federal agencies to come up with plans to make the studies they fund freely available within 12 months of publication.

In a memo issued Friday, White House science adviser John Holdren also called on agencies to develop better digital systems for managing research data. The memo comes in response to a "We the People" online petition that was created last May and has since garnered more than 65,000 signatures.

The debate over access to federally funded studies has been simmering for years. Some in the scientific community have argued that such studies should be made freely and publicly available immediately because taxpayers have footed the bill for the research. Others have voiced concern that a government requirement to distribute the studies at no cost would deal a blow to the scientific publishing industry.

"We wanted to strike?the balance between the extraordinary public benefit of increasing public access to the results of federally-funded scientific research and the need to ensure that the valuable contributions that the scientific publishing industry provides are not lost," Holdren wrote in his response to the online petition. "This policy reflects that balance, and it also provides the flexibility to make changes in the future based on experience and evidence."

Policy changes required
The 12-month deadline for open access applies only to agencies that spend more than $100 million a year on research and development. The National Institutes of Health have already been following that policy, but now other agencies such as the Defense Department, the Energy Department, the Environmental Protection Agency, NASA and the National Science Foundation will as well. Exemptions to the policy may be made for national security or legal reasons.

"Full public access will require changes in policies, procedures and practices from the many stakeholders who participate in NSF's broad research portfolio spanning all scientific and engineering disciplines," NSF Director Subra Suresh said in a statement. "We stand with our federal science colleagues, as well as our non-governmental partners, to collaborate in accomplishing this transition on behalf of science and our nation's future."

A bill currently under consideration in Congress ??known as the Fair Access to Science and Technology Research Act, or FASTR?? would set a six-month time limit for providing free online public access to published research. However, the prospects for passage of that bill are uncertain. The Public Library of Science, a non-profit organization that has pioneered the open-access concept with such journals as PLOS ONE, hailed Friday's White House directive but said "we now need to take the next step and make open access the law of the land, not just the preference of the president."

One of PLOS' founders, biologist Michael Eisen of the University of California at Berkeley, delivered a sharper response in a Twitter comment: "That anyone is celebrating 12-month embargoes with no reuse rights to publicly funded research just shows how much further there is to go." He called the White House directive a "massive sellout of public interest to publishers."

The publishers of some of the best-known scientific publications, such as Science and Nature, make most of their money from institutions and individuals who purchase access to the published articles, one way or another. Open-access journals, in contrast, may?charge researchers a fee to publish their studies, and then make the studies freely available online. Alternatively, they may receive subsidies from institutions, or take contributions, or earn revenue from advertising and premium products.

The case of Aaron Swartz
The open-access debate figured in the controversial case of Internet activist Aaron Swartz, who faced federal felony charges for surreptitiously downloading more than 4 million academic papers from a controlled-access database at the Massachusetts Institute of Technology in 2011 with the intent of making them freely available. If Swartz went to trial and was convicted, he could have been sentenced to more than 30 years in prison and fined as much as $1 million. But Swartz never went to trial. He committed suicide last month at the age of 26.

Swartz's death touched off a series of protests, as well as calls to reform the law under which Swartz was prosecuted. A piece of proposed legislation known as "Aaron's Law" seeks to decriminalize the kinds of terms-of-service violations that Swartz was alleged to have committed. ?At a memorial for Swartz held this month in Washington, Rep. Darrell Issa, R-Calif., said he backed legislative reforms and declared that access to information is a "human right."

Private Spacecraft Builder to Test-Fire Rocket Engine Tonight

A commercial spaceflight company is counting down to a key rocket engine test in Virginia tonight (Feb. 22) for a new private rocket designed for space station missions.

The Virginia-based company Orbital Sciences Corp. is expected to test-fire the first stage engines of its new Antares rocket at the Mid-Atlantic Regional Spaceport on Wallops Island, Va., between 6 p.m. and 9 p.m. EST (2300 and 0200 GMT). NASA's Wallops Flight Facility, also based on the island, is supporting the so-called static fire engine test, in which the Antares rocket will fire its engines without leaving the launch pad.

"The test is a key milestone leading up to the first flight of the Antares rocket, which is preliminarily scheduled for about four to six weeks following the completion of the engine test," NASA Wallops officials said in a statement.

Orbital Sciences is one of two private spaceflight companies with billion-dollar NASA contracts to provide unmanned cargo delivery missions to the International Space Station. Under its $1.9 billion contract, Orbital Sciences will make at least eight delivery flights to the space station using its Antares rocket and robotic Cygnus spacecraft. The Hawthorne, Calif.-based Space Exploration Technologies (SpaceX) is the other company with a NASA contract for unmanned space station deliveries. SpaceX has a $1.6 billion contract to fly at least 12 missions to the space station using its Dragon space capsules and Falcon 9 rocket. The company launched both a test flight and a bona fide delivery mission to the space station in 2012. The second delivery flight under the contract is slated to launch on March 1.

With NASA's retirement of the space shuttle fleet in 2011, the space agency is relying on new private rockets and spacecraft to ferry cargo ? and eventually astronauts ? to and from low-Earth orbit. NASA is currently dependent on Russia, Europe and Japan for cargo deliveries to the space station. Russia's Soyuz spacecraft are the only vehicles currently available to ferry astronauts to and from the station. ?

Orbital's engine test tonight will mark the company's second attempt to check the Antares rocket's dual AJ26 rocket engines, which are designed to provide 680,000 pounds of thrust. A first attempt on Feb. 13 was aborted before engine ignition due to a "low pressurization" detection during a nitrogen purge in the rocket's aft engine compartment, Orbital officials said in an update.

Tonight's Antares engine test will take place at Pad-0A at the Mid-Atlantic Regional Spaceport, which is located on the eastern shore of Virginia. If all goes well, the test will set the stage for a full-up flight test of the Antares rocket, and then a demonstration flight as part of Orbital's contract under NASAs' Commercial Orbital Transportation Services (COTS) program.

"Following the successful completion of the COTS demonstration mission to the station, Orbital will begin regular cargo resupply flights to the orbiting laboratory through NASA's Commercial Resupply Services contract," NASA Wallops officials said.

Catholic activists petition LA cardinal not to join papal conclave

LOS ANGELES (Reuters) - Roman Catholic activists on Saturday petitioned a U.S. cardinal to recuse himself from taking part in selecting a new pope so as not to insult survivors of sexual abuse by priests committed while he was archbishop of Los Angeles.

The activists delivered a petition with nearly 10,000 signatures to the North Hollywood church where Cardinal Roger Mahony resides.

"It's a total slap in the face to victims to think (Mahony) can cover up 25 years of child sex abuse and then go prancing off to Rome like a prince of the Church," said Joelle Casteix, western regional director of the Survivors Network of those Abused by Priests.

As archbishop of Los Angeles from 1985 until 2011, Mahony worked to send priests known to be abusers out of state to shield them from law enforcement scrutiny in the 1980s, according to church files unsealed under a U.S. court order last month.

Although his successor, Archbishop Jose Gomez, removed him from all public and administrative duties, Mahony has announced his intention to be among 117 cardinals allowed into the Vatican's Sistine Chapel to vote for the next leader of the world's 1.2 billion Catholics.

Last week, Pope Benedict XVI, 85, announced his resignation effective February 28, making him the first pope in centuries to abdicate rather than die in office.

His eight-year reign will be remembered by many for the child sex abuse scandal in Europe and the United States - most of which took place in the 1980s but which came to light more recently.

In California, at a news conference outside the St. Charles Borromeo Church, where Mahony is in residence, members of the groups held up signs reading, "Respect the victims. Honor the church. Hold leaders accountable."

"This should be a time for new beginnings," said Chris Pumpelly, a spokesman for social justice nonprofit Catholics United, before delivering the petitions to the church. If Mahony were to vote, "it would be a step backward. It would be a validation of the old ways."

It was unclear whether Mahony was at the church at the time, or if he would receive the documents before he left for Rome.

Earlier on Saturday, Mahony was deposed for more than three hours about his handling of sex-abuse cases. It was the first time he was asked about the church files unsealed last month, the Los Angeles Times reported.

Influential Italian magazine Famiglia Cristiana, or "Christian Family," has also questioned whether Mahony should be part of the conclave. Many readers responded online that he should not.

On Friday, Mahony took to Twitter to repeat his intent on voting: "Just a few short hours before my departure for Rome. Will be tweeting often from Rome, except during the actual Conclave itself. Prayers!"

NCAA's crimes leave victims, too

We act like no one gets hurt while the NCAA and its volunteer media enforcement staff unethically uphold rules of amateurism that have long outlived their effectiveness, integrity and morality.

It?s OK for the University of Miami to get screwed. The Canes deserve it. For years "The U" got away with winning football games and championships by providing opportunities to arrogant, preening athletes from the wrong Florida zip codes, with the wrong SAT scores and (allegedly) holding the wrong what-is-in-it-for-me attitude.

Yeah, screw U. That?s our mindset.

The fact the NCAA collaborated with an incarcerated, convicted ponzi schemer (Nevin Shapiro) ? a congenital liar looking for infamy so he could make a behind-bars movie/book $core ? and funneled him and his lawyer money to make its case against Miami is completely irrelevant.

No one feels sorry for Miami. It must hang for what we believe it got away with that others did not. It must hang to protect an institution (amateurism) that we know is outdated and immoral. The U must hang even though we know the institution (NCAA) building the gallows, tying the noose and rendering the verdict is every bit as criminal as The U.

This mindset says something frightening about all of us, the witnesses, and our society at large. Among other things, it says we don?t recognize the human consequence. The U is not a human. It?s an institution, like hundreds of others, voluntarily participating in the NCAA?s shamateurism scam.

However, within these institutions there are human beings suffering.

The unscrupulous tactics used to hang The U are not new or an aberration. It?s standard operating procedure. Awash in television money and in bed with the mainstream media for half a century, the NCAA has been crushing its subjects without fear for decades. This is the worst kind of dictatorship, one that is supported by the media not out of fear, but out of an irrational and biased belief the NCAA is right and just.

Trust me, it?s not. It?s like any other institution drunk on power and wealth.

How else do you explain the NCAA?s treatment of Todd McNair?

He is not an institution. He?s not a millionaire head coach such as Jim Calhoun, Kelvin Sampson or Bruce Pearl. McNair was the USC running backs coach during the Reggie Bush era. McNair earned a good living at USC, raking in around $200K to $250K per year as one of the best recruiters in college football.

A former NFL running back, McNair connected with Bush. They were close. McNair, along with then-head coach Pete Carroll, was part of the process of helping Bush choose an agent when the All-American left USC.

As you know, members of the NCAA?s volunteer media enforcement staff unearthed evidence that two wannabe marketing agents financially supported Bush?s parents in San Diego while Reggie starred in Los Angeles. This financial support cost Bush his Heisman Trophy and justified the NCAA severely sanctioning USC.

You may also know it eventually cost McNair his job. Based on the word of Lloyd Lake, a convicted drug dealer and repeat felon, the NCAA concluded McNair knew of Bush?s dealings with Lake and another associate, the two wannabe marketing agents. McNair was hit with a one-year show-cause, meaning a school that wanted to employ McNair would have to convince the NCAA it had a damn good reason for hiring McNair. Show-cause is basically a death penalty for a coach.

McNair hasn?t coached in three years. He has a rather impressive resume. He played in the NFL. He coached for the Cleveland Browns before coaching at USC. He was regarded as one of the top recruiters in college football.

McNair made a good living in the NFL and as a coach. But he was never an NFL star. He is not financially set. Like most other grown men, he has family that depend on him. He?s 47. His career stopped on a dime. He?ll likely never be a head coach.

Based on the flimsy ?testimony? of Lloyd Lake. Really?

It?s so hard to believe that a judge in Los Angeles said the NCAA demonstrated ?ill will? and ?hatred? toward McNair. Judge Frederick Shaller, a USC grad, said the NCAA had a ?reckless disregard for the truth.?

At some point, it is likely that Judge Shaller or some other judge will make available to the public and media the emails exchanged between NCAA members involved in the demolition of McNair?s coaching career. The emails are believed to be highly embarrassing for the NCAA. The NCAA is fighting frantically to keep the emails sealed. The NCAA doesn?t want you to fully grasp its lack of ethics.

McNair is suing the NCAA for libel and defamation. In a few years, he?ll probably reach a settlement with the NCAA. He?d rather earn a living and take care of his family coaching football. His life has been destroyed so that the NCAA can pretend there?s some value in amateurism.

Do we have to pretend? People are getting hurt. This scam needs to end. The NCAA enforcement staff leaks ?information? about excessive phone calls/text messages and illicit relationships with street agents to its most trusted members of the volunteer media enforcement staff (this doesn't include CBSSports.com's Dennis Dodd, who's done a good job of writing about McNair's situation). The volunteers cobble together a story and sit back and wait for the NCAA to use its unethical tactics to rubber stamp the salacious stories printed in the media.

It?s all done to protect the honor of amateurism! Meanwhile, everyone involved in the scam asks for (and likely receives) a pay raise.

But The U and the kids with the wrong zip codes, SAT scores and attitude are the low-character bad guys. OK.

Sports drinks are beverages in various flavors, which contain electrolytes (sodium, calcium, potassium and magnesium), carbohydrates, minerals, vitamins and other nutrients. While they can be used for rehydration for young athletes after excessive exercise or competition, there is no reason to use them instead of water after normal children exercise.

Energy drinks contain mostly stimulants, commonly caffeine and sometimes guarana, carbohydrate, protein, sodium, amino acids, vitamins and other additives. Caffeine is well known for its harmful effects on the health of adolescents. The most common problems are dehydration, obesity, digestive problems, anxiety, tachycardia and insomnia. Energy drinks sometimes contain alcohol, but even if they do not, they are commonly consumed mixed with alcohol.

According to a Report published recently by SAMHSA (Substance Abuse and Mental Health Services Administration), energy drink consumption caused two times more visits to the emergency room in 2011 than in 2007. Most patients were teenagers and young adults. About 42 percents of emergency room visits in 2011 were due to the consumption of energy drinks with alcohol or various medications.

Doctors warn that energy drinks have the ability to mask the amount of alcohol consumed, bypassing our natural sense when it is enough and allowing overindulgence.

The latest report published by the American Academy of Pediatrics prompted U.S. Senators Dick Durbin (D-IL) and Richard Blumenthal (D-CT) together with U.S. Representative Ed Markey (D-MA) to write a letter to the Food and Drug Administration (FDA), calling for a new review of the safety of energy drinks.

Nirvana frontman Kurt Cobain killed himself in 1994, but the singer, who would have turned 46 Wednesday, has not been forgotten. His music lives on, of course, and the bands and musicians he influenced are all over the radio. Cobain's daughter Frances Bean, not even two when he died, is now 20.

Ofcom announces 4G spectrum winners in the UK, snags less cash than expected

UK regulator Ofcom has revealed the winners of its 4G spectrum auction after more than 50 rounds of bidding: EE, Hutchison 3G (Three), BT subsidiary Niche Spectrum Ventures, Telefonica (O2) and Vodafone. It wasn't all good news however, as the agency revealed the auction only roped in £2.4 billion pounds, less than the £3.5 billion it had anticipated. Left on the outside looking in? MLL Telecom and HKT Company. Interestingly enough it was Vodafone -- headed by CEO Vittorio Colao who famously suggested only "technofreaks" were into 4G speed -- that spent the most.

The idea is to spread high speed wireless across "almost the whole" UK population by 2017 at the latest, and the auction's intent was to create more competition in the space. Telefonica UK specifically is required to provide indoor reception to at least 98 percent of the population by then, as a condition of its bid. As seen above, the available 250MHz of spectrum was auctioned off in two separate bands, 800MHz (ideal for expanded coverage and freed up by the digital TV transition) and 2.6GHz more suited to high speed data connections. So what's next? You guessed it -- another round of bidding, to determine where in each band the winners spectrum lies, before services roll out in spring or summer of this year.
