COSTA MESA ? This year's Brea Lions Orange County North-South Prep All-Star Football Game was played on an unusually early date.

Historically, the game at Orange Coast College is played on the same Friday night in early or mid July as the opening night of the Orange County Fair. The fair's continued surge in popularity has made it necessary for nearby Orange Coast College to be used for fair parking. The fair's All-Star game chairman Phil Anton said the parking squeeze necessitated an earlier date for the game.

"We did look at July 5," Anton said. "But that's right after the Fourth of July, and we thought too many people would be out of town. So we went with June 28."

RARE MISS

Grif Amies did something he rarely did during regular-season games. The All-Orange County kicker missed a field goal.

Amies kicked 22 field goals for Corona del Mar in the 2012 season, his senior year. That tied the state record set by Chris Sailer of Notre Dame of Sherman Oaks.

Amies missed a 27-yard attempt with 29 seconds remaining in the second quarter Friday.

Amies missed his final field-goal try of the '12 season. His 57-yard effort late in the fourth quarter of the CIF-SS Southern Division championship game was just short of the target. Earlier he made a 43-yarder, the one that tied for the record, in the Sea Kings' victory over Garden Grove in the Southern Division final at Angel Stadium.

COACHING FRATERNITY

An all-star coaching staff often is a mix of the head coach's assistants from his high school, with perhaps a longtime friend who is head coach at another school. That was the case with the North coaching staff. Fred DiPalma of Katella brought in Anaheim coach Lanny Booher to be the defensive coordinator.

FUNDRAISER

The Brea Lions organize and manage the all-star game for charity. Proceeds from Friday's game will go to the PADRE Foundation (Pediatric Adolescent Diabetic Research & Education), Western Youth Services, Orange County Youth Foundation and other groups.

Past all-star AJ Hoover, Orange County football's leading tackler at Canyon a few seasons ago, spoke at halftime about how he managed his diabetic condition so he could continue to play football.

The decidedly defensive game did not provide many offensive highlights. Of the few there were, the best might have been a 44-yard pass play by the South. Carter threaded an over-the-middle pass to Scott Hoover of San Juan Hills, who was brought down at the North 9-yard-line at the point of the catch. The South appeared to score on the next play, but the end-zone catch by Cole Robinson of Capistrano Valley was waved off because of an offensive pass interference call. ...

The North-South border for the game had been the 22 Freeway, until this year's game. In a pursuit of improved competitive equity, the border was moved south, to Warner Avenue. The smaller South still won for the fifth time in a row and has won nine of the past 11.

Kerry steps up shuttle talks with Abbas and Netanyahu

JERUSALEM (Reuters) - U.S. Secretary of State John Kerry accelerated his Middle East shuttle diplomacy on Friday in the hope of persuading Israel and the Palestinians to resume direct peace negotiations.

After seeing Palestinian President Mahmoud Abbas in Jordan, Kerry flew by helicopter to Jerusalem for evening talks with Israeli Prime Minister Benjamin Netanyahu.

In a sign that he may be making progress in his mission to bring the sides together, a State Department official announced late on Friday that Kerry would return to Amman for another meeting with Abbas on Saturday, then return to Israel for additional meetings.

The frenzied back-and-forth is reminiscent of Henry Kissinger's shuttle diplomacy as secretary of state to mediate conflicts in the Middle East throughout the 1970s.

The State Department official said a three-hour meeting with Netanyahu on Friday, the second in as many days, involved a "detailed and substantive conversation about the way forward".

Israeli President Shimon Peres praised Kerry for his determination.

"I know this is difficult, there are many problems, but as far as I'm concerned I can see how (among) people, there is a clear majority for the peace process, a two-state solution, and a great expectation that you will do it and that you can do it," he told Kerry.

Direct negotiations between Israel and the Palestinians broke down in 2010 in a dispute over Israeli settlements in the occupied West Bank and East Jerusalem, territories that the Palestinians seek for a future state.

Abbas has insisted that building in the settlements, viewed as illegal by most world powers, be halted before talks resume. He also wants Israel to recognize the boundary of the West Bank as the basis for the future Palestine's border.

MORE TALKS AHEAD

Abbas's spokesman Nabil Abu Rdaineh said a "clear response" was needed from Israel before talks could resume.

Israel wants to keep settlement blocs under any future peace accord and has rejected Abbas's demands as preconditions. But it has also quietly slowed down housing starts in settlements.

Palestinian and U.S. officials did not immediately comment on the results of the Abbas-Kerry meeting. Zeev Elkin, Israel's deputy foreign minister, placed the peacemaking onus on Abbas.

Asked on Israel Radio whether Kerry's visit - his fifth - could bring a breakthrough, Elkin said: "The only one who knows the answer to that question is not Kerry, nor Netanyahu, but Abu Mazen (Abbas)."

Kerry has divulged little of his plan to bring the sides together, but has said he would not have returned to the region if he did not believe there could be progress.

He is also keen to clinch a peacemaking deal before the United Nations General Assembly, which has already granted de facto recognition to a Palestinian state, convenes in September.

Netanyahu is concerned that the Palestinians, in the absence of direct peace talks, could use the U.N. session as a springboard for further statehood moves circumventing Israel.

State Department officials believe the sides will return to negotiations once there is an agreement on confidence-building measures - for example, partial Israeli amnesty for Palestinian security prisoners - and a formula for fresh talks.

Part of the incentive for the Palestinians to return to talks is a $4 billion economic plan led by former British prime minister Tony Blair, whom Kerry also met in Jordan.

The plan involves investments from large private-sector firms that will boost jobs and spur economic growth in agriculture, construction and tourism.

First week of testimony in Trayvon case wraps up

SANFORD, Fla. (AP) ? The first week of George Zimmerman's second-degree murder trial wrapped up with testimony from two neighbors and a police officer that seemed to bolster the defense's argument that he was pinned on his back by Trayvon Martin before shooting the teen.

Neighbor Jonathan Good testified Friday that it appeared the unarmed teen was straddling the neighborhood watch volunteer, while another neighbor, Jonathan Manalo, said Zimmerman seemed credible when he said just after the fight that he shot Martin in self-defense. Officer Tim Smith testified that Zimmerman's back side was covered in grass and wetter than his front side.

All three were called as witnesses for prosecutors who are trying to convict him of second-degree murder.

Good, who had perhaps the best view of any witness, said he did not see anyone's head being slammed into the concrete sidewalk, as Zimmerman claims Martin did to him. Good initially testified that it appeared "there were strikes being thrown, punches being thrown," but during detailed questioning he said he saw only "downward" arm movements being made.

Zimmerman has claimed that he fatally shot 17-year-old Martin in February 2012 in self-defense as the Miami-area teen was banging his head into the concrete sidewalk behind the townhomes in a gated community.

Under prosecution questioning, Good said he never saw anyone being attacked that way. Good said he heard a noise behind his townhome and he saw what looked like a tussle when he stepped out onto his patio. He said he yelled: "What's going on? Stop it."

Good testified he saw a person in black clothing on top of another person with "white or red" clothing. He said he couldn't see faces but it looked like the person on the bottom had lighter skin. Martin was black and was wearing a dark hoodie. Zimmerman identifies as Hispanic and was wearing a red jacket. Good was back inside calling 911 when he heard a gunshot.

"It looked like there were strikes being thrown, punches being thrown," Good said.

Later, under cross-examination, he said that it looked like the person on top was straddling the person on bottom in a mixed-martial arts move known as "ground and pound." When defense attorney Mark O'Mara asked him if the person on top was Martin, Good said, "Correct, that's what it looked like." Good also said the person on the bottom yelled for help.

Zimmerman, 29, could get life in prison if convicted of second-degree murder. Zimmerman followed Martin in his truck and called a police dispatch number before he and the teen got into a fight.

Zimmerman has denied the confrontation had anything to do with race, as Martin's family and their supporters have claimed.

Manalo, whose wife had testified earlier in the week, was the first neighbor to step outside and see what happened with his flashlight after he heard a gunshot. He took cellphone photos of a bloodied Zimmerman and Martin's body, and those photos were shown to jurors on Friday. Manalo also described Martin's hands as being under his body.

Manalo said Zimmerman didn't appear shocked and acted calmly. After police officers arrived and handcuffed Zimmerman, the neighborhood watch volunteer asked Manalo to call his wife and tell her what happened.

Manalo started to tell Zimmerman's wife that her husband had been involved in a shooting and was being questioned by police when "he cut me off and said, 'Just tell her I shot someone,'" Manalo said.

Under cross-examination, Manalo said when he asked Zimmerman what happened, the neighborhood watch volunteer told him, "I was defending myself and I shot him."

"From what you could tell at that moment, that seemed completely true?" asked defense attorney Don West.

"Yes," Manalo said.

Smith, the police officer, testified that when he saw Zimmerman after the shooting, the neighborhood watch volunteer's backside was covered in grass and wetter than his front side, bolstering defense attorneys' contention that Martin was on top of Zimmerman.

As he walked to the squad car after he had been handcuffed, Zimmerman told the officer that "he was yelling for help and nobody would come help him," Smith said.

"It was almost a defeated ... a confused look on his face," Smith said.

Smith said Zimmerman described himself as "lightheaded" during the drive to Sanford Police Station but declined an offer to take him to a hospital.

The physician's assistant who treated Zimmerman the next day said that Zimmerman complained of feeling nauseated upon reflecting what had happened. But Lindzee Folgate attributed that to psychological factors rather than any physical condition. She also said it appeared his nose was broken, but it was impossible to say for sure since no X-rays were taken. She recommended he see an ear-and-nose doctor and a psychologist.

When O'Mara asked if abrasions on his head were consistent with someone who had his had slammed into concrete, Folgate said, "it could be consistent, yes."

She also testified that Zimmerman had written on a form reciting his medical history that he was exercising three times a week by doing mixed martial arts, a statement that prosecutor Bernie de la Rionda asked her to repeat.

Paramedic Stacy Livingston, who responded to the shooting scene, testified Zimmerman had a swollen, bleeding nose and two cuts on the back of his head an inch long. When O'Mara asked if Zimmerman should have been concerned with his medical well-being because of his injuries, Livingston said, "Possibly."

When photos of Martin's body were shown on a courtroom projector during Livingston's testimony, Martin's mother, Sybrina Fulton, looked away and blinked back tears.

Vatican official arrested in corruption plot

VATICAN CITY (AP) ? A Vatican official was arrested Friday by Italian police for allegedly trying to bring 20 million euros ($26 million) in cash into the country from Switzerland aboard an Italian government plane, his lawyer said.

Monsignor Nunzio Scarano, already under investigation in a purported money-laundering plot involving the Vatican bank, is accused of fraud, corruption and slander stemming from the plot, which never got off the ground, attorney Silverio Sica told The Associated Press.

It was the latest financial scandal to hit the Vatican and came just two days after Pope Francis created a commission of inquiry into the Vatican bank to get to the bottom of the problems that have plagued it for decades and contributed to damaging the Vatican's reputation.

Sica said Scarano was a middleman in the Swiss operation. Friends had asked him to intervene with a broker, Giovanni Carenzio, to return 20 million euros they had given him to invest. Sica said Scarano persuaded Carenzio to return the money, and an Italian secret service agent, Giovanni Maria Zito, went to Switzerland to bring the cash back aboard an Italian government aircraft. Such a move would presumably prevent any reporting of the money coming into Italy.

The operation failed because Carenzio reneged on the deal, Sica said.

Zito, nevertheless, demanded his 400,000 euro commission. Scarano paid him an initial 200,000 euros by check, Sica said. But in a bid to not have the second installment of the commission deposited, Scarano filed a report for a missing 200,000 check, even though he knew Zito had it, Sica said.

Carenzio and Zito also were arrested Wednesday along with Scarano, Sica said.

When asked how Scarano responded to the accusations, Sica said "I think that Don Nunzio will respond to the questions."

It's not the only troubles facing Scarano.

Prosecutors in the southern city of Salerno have placed him under investigation for alleged money-laundering stemming from his account at the Vatican's bank, called the Institute for Religious Works, or IOR.

The investigation concerns transactions Scarano, then an official at the Administration for the Patrimony of the Apostolic See, made in 2009 in which he took 560,000 euros ($729,000) in cash out of his personal IOR bank account and carried it out of the Vatican and into Italy to help pay off a mortgage on his Salerno home.

To deposit the money into an Italian bank account ? and to prevent family members from finding out he had such a large chunk of cash ? he asked 56 close friends to accept 10,000 euros apiece in cash in exchange for a check or money transfer in the same amount, Sica said earlier this week. Scarano was then able to deposit the amounts in his Italian account.

The original money came into Scarano's IOR account from donors who gave it to the prelate thinking they were funding a home for the terminally ill in Salerno, Sica said. He said the donors had "enormous" wealth and could offer such donations for his charitable efforts.

He said Scarano had given the names of the donors to prosecutors and insisted the origin of the money was clean, that the transactions didn't constitute money-laundering, and that he only took the money "temporarily" for his personal use.

The home for terminally ill hasn't been built, though the property has been identified, Sica said.

"He declares himself absolutely innocent," Sica said of the Salerno investigation.

The Vatican spokesman, the Rev. Federico Lombardi, told the AP earlier this week that the Vatican is taking the appropriate measures to deal with Scarano's case. There was no further comment Friday from the Vatican about Scarano's arrest.

Francis has made clear he has no tolerance for corruption or for Vatican officials who use their jobs for personal ambition or gain. He has said he wants a "poor" church and a church that is for the poor, one that goes out to the "peripheries" to minister to those most needy. He has also noted, tongue in cheek, that "St. Peter didn't have a bank account."

On Wednesday, he named five people to head a commission of inquiry into the Vatican bank's activities and legal status "to allow for a better harmonization with the universal mission of the Apostolic See," according to the legal document he signed creating it.

Two of them are Americans: Monsignor Peter Wells, the No. 3 official in the Vatican secretariat of state, and Mary Ann Glendon, a Harvard law professor, former U.S. ambassador to the Holy See and current president of a pontifical academy.

American cardinals were among the most vocal in demanding a wholesale reform of the Vatican bureaucracy ? and the Vatican bank ? in the meetings outlining the priorities for the new pope in the run-up to the March conclave that elected Francis. The demands were raised following revelations in leaked documents last year that told of dysfunction, petty turf wars and allegations of corruption in the Holy See's governance.

It was the second time in as many weeks that Francis had intervened to get information out of the IOR, a secretive institution best known for the scandals it has caused the Vatican. On June 15, he filled a key vacancy in the bank's governing structure, tapping a trusted prelate to be his eyes inside the bank.

3M Mobile Projector MP300

The 3M Mobile Projector MP300 is my new poster child for products that just miss getting everything right. It's small, lightweight, bright, physically attractive, and easy to set up. But it's limited to a single connector?an MHL-enabled HDMI port?which makes it a great choice if you can take advantage of the connector, and completely useless if you can't.

The single-port design isn't quite as limiting as it might seem. In addition to letting you connect to image sources with HDMI, Mini-HDMI, and Micro-HDMI connectors, it also lets you connect, using appropriate adaptors, to sources with an Apple Lightning port, a DisplayPort, a DVI-I or DVI-D port, or an MHL-enabled micro USB port, which includes any number of smartphones and tablets. You can even plug in the Roku Stick that we reviewed late last year. In fact, 3M sells the identical projector with the Roku Stick included, as the 3M Streaming Projector ($300 street).

A major catch, of course, is that the choices don't include either a VGA connector, which is still the ubiquitous choice for Windows computers, or support for USB direct display, which would be a good alternative. Also notable for its absence is a USB A connector that would let you plug in a USB memory key as an image source. That said, however, if you have an image source with a connector you can use, the projector can do an impressive job.

Basics and Setup
The MP300 scores well on portability. It measures roughly 2.0 by 4.3 by 4.2 inches (HWD), but seems smaller, because of rounded edges and tapering, and it weighs just 11 ounces complete with its rechargeable battery. Even with the power block, the total weight is only one pound one ounce. However, you may well choose to leave the power block at home, thanks to a long battery life, at a claimed three and a half hours in Eco mode or two and a half hours in Standard mode.

Like most projectors in its weight class, the MP300 is built around a DLP chip and LED light source, with the light source meant to last the life of the unit. The company rates it at 20,000 hours. The native resolution is WVGA (854 by 480), with input resolutions limited to standard video, rather than common computer, resolutions, at 480p (640 by 480p and 720 by 480p), 576p (720 by 576p), 720p (1280 by 720p), and 1080i (1920 by 1080i and 1440 by 1080i).

Setup is simple. Plug in a cable, point the projector at whatever you're using as a screen, and focus the image. As is typical for projectors this size, there's no zoom control, which means you have to move the projector to adjust image size. The focus control earns special mention for being much easier to adjust than with most small projectors.

One potential problem is that although the MP300 comes with an HDMI to HDMI cable, it doesn't come with any adaptors for other ports, and 3M doesn't sell any. That means you'll have to get them elsewhere, which can be more of a problem than you might think.

The connector is on the back of the unit inside a small depression and facing sideways. The positioning lets you plug in a cable?or a Roku Stick?and then close the back cover without anything sticking out behind the MP300. Unfortunately, the limited clearance between the edge of the connector and the body of the projector can get in the way.

In addition to the HDMI to HDMI cable that comes with the projector, I tried four different cables with an HDMI connector on one end and found that two of them wouldn't seat properly. This would be less of an issue if 3M also included, or at least sold, cables and adaptors that were guaranteed to fit, but it doesn't. For my tests, I connected the projector to a Blu-ray player, using one of the HDMI to HDMI cables that fit properly.

Brightness and Image Quality
The MP300 is rated at 60 lumens. That's less than some other, slightly heavier, LED-based portable projectors, like the 300-lumen Editors' Choice 3M Mobile Projector MP410, and it's a lot less than typical projectors that use standard lamps, like the 2,800-lumen Editors' Choice Epson EX3212 SVGA 3LCD Projector that I recently reviewed. As I've pointed out in other reviews, however, perception of brightness is logarithmic, so if one projector offers one fifth as many lumens as another projector, you'll perceive it is as being far more than one fifth as bright.

Based on The Society of Motion Picture and Television Engineers (SMPTE) recommendation for image brightness, a 60-lumen image using a 1.0 gain screen is suitable for a 30 to 41-inch diagonal image at a 16:9 aspect ratio in theater dark lighting, or a roughly 20-inch image with moderate ambient light. For my tests, however, I found the MP300 usable for long sessions at slightly larger sizes as well, settling on a 41-inch wide (46-inch diagonal) image as bright enough for comfortable viewing.

With no VGA port on the MP300, I couldn't run our standard suite of data image tests. However, the projector scored impressively well on our video tests, despite the low native resolution putting some obvious limits on its ability to show fine detail.

It did an excellent job resisting posterization (shading changing suddenly where it should change gradually) and a good job with shadow detail (details based on shading in dark areas), even in scenes that tend to cause those problems. It also did a good job with skin tones, and showed only a minimal level of noise. The quality was certainly good enough to be comfortable to watch for long sessions.

Rainbows and Other Issues
Rainbow artifacts, with light areas breaking up into little red-green-blue rainbows, are always a potential concern for any single-chip DLP projector. Even though I see these artifacts easily, however, I saw very few with most test clips with the MP300. The exception was with a black and white clip, where they showed often enough to be annoying. Even so, unless you're planning to watch black and white movies or old TV shows, it's unlikely that you'll find the rainbow artifacts bothersome.

Also demanding mention is the MP300's 2-watt speaker. As with the sound systems in most small projectors, it's essentially useless. Even at full volume, it was barely loud enough to make out words in a quiet room from a foot away. If you need sound, plan on using the audio output port, preferably with a powered headset or speakers.

I'd like this projector a lot better if you could use it with a computer by way of VGA or USB Direct Display. But if you have an HDMI port or other digital video output on your computer, or you don't need to use it with a computer, that's not an issue. The projector has a lot to recommend it otherwise, with a usably bright, reasonably high quality image; easy setup; light weight; and long battery life. If you need a highly portable projector for an image source that the 3M Mobile Projector MP300 works with, it's a more than attractive choice.

Pakistan: 10 foreign tourists, local guide killed

ISLAMABAD (AP) ? Islamic militants disguised as policemen killed 10 foreign climbers and a Pakistani guide in a brazen overnight raid against their campsite at the base of one of the world's tallest mountains in northern Pakistan, officials said Sunday.

The Pakistani Taliban claimed responsibility for the attack at the base camp of Nanga Parbat, saying it was to avenge the death of their deputy leader in a U.S. drone strike last month.

The attack took place in an area that has largely been peaceful, hundreds of kilometers (miles) from the Taliban's major sanctuaries along the Afghan border. But the militant group, which has been waging a bloody insurgency against the government for years, has shown it has the ability to strike almost anywhere in the country.

The Taliban began their attack by abducting two local guides to take them to the remote base camp in Gilgit-Baltisan, said Pakistani Interior Minister Chaudhry Nisar Ali Khan. One of the guides was killed in the shooting, and the other has been detained for questioning. The attackers disguised themselves by wearing uniforms used by the Gilgit Scounts, a paramilitary force that patrols the area, Khan said.

Around 15 gunmen attacked the camp at around 11 p.m. Saturday, said the Alpine Club of Pakistan, which spoke with a local guide, Sawal Faqir, who survived the shooting. They began by beating the mountaineers and taking away any mobile and satellite phones they could find, as well as everyone's money, said the club in a statement.

Some climbers and guides were able to run away, but those that weren't were shot dead, said the club. Faqir was able to hide a satellite phone and eventually used it to notify authorities of the attack.

Attaur Rehman, the home secretary in Gilgit-Baltistan, said 10 foreigners and one Pakistani were killed in the attack. The dead foreigners included three Ukrainians, two Slovakians, two Chinese, one Lithuanian, one Nepalese and one Chinese-American, according to Rehman and tour operators who were working with the climbers. Matt Boland, the acting spokesman at the U.S. Embassy in Islamabad, confirmed that an American citizen was among the dead, but could not say whether it was a dual Chinese national.

The shooting ? one of the worst attacks on foreigners in Pakistan in recent years ? occurred in a stunning part of the country that has seen little violence against tourists, although it has experienced attacks by radical Sunni Muslims on minority Shiites in recent years.

Pakistani Taliban spokesman Ahsanullah Ahsan claimed responsibility for the attack, saying their Jundul Hafsa faction carried out the shooting as retaliation for the death of the Taliban's deputy leader, Waliur Rehman, in a U.S. drone attack on May 29.

"By killing foreigners, we wanted to give a message to the world to play their role in bringing an end to the drone attacks," Ahsan told The Associated Press by telephone from an undisclosed location.

The U.S. insists the CIA strikes primarily kill al-Qaida and other militants who threaten the West as well as efforts to stabilize neighboring Afghanistan. In a recent speech, President Barack Obama outlined tighter restrictions on the highly secretive program.

Pakistani Prime Minister Nawaz Sharif, who wants to pursue peace talks with militants threatening his country, has insisted the U.S. stop the drone strikes, saying they violate Pakistan's sovereignty and are counterproductive because they often kill innocent civilians and stoke anti-U.S. sentiment in this nation of 180 million.

Sharif responded to the attack on the camp by vowing "such acts of cruelty and inhumanity would not be tolerated and every effort would be made to make Pakistan a safe place for tourists."

Officials expressed fear the attack would deal a serious blow to Pakistan's tourism industry, already struggling because of the high level of violence in the country.

The interior minister promised to take all measures to ensure the safety of tourists as he addressed the National Assembly, which passed a resolution condemning the incident.

"A lot of tourists come to this area in the summer, and our local people work to earn money from these people," said Syed Mehdi Shah, the chief minister of Gilgit-Baltistan. "This will not only affect our area, but will adversely affect all of Pakistan."

He said the base camp was cordoned off by police and paramilitary soldiers after the attack, and a military helicopter searched the area.

Volodymyr Lakomov, the Ukrainian ambassador to Pakistan, also condemned the attack and said, "We hope Pakistani authorities will do their best to find the culprits of this crime."

Many foreign tourists stay away from Pakistan because of the country's reputation as being a dangerous place. But a relatively small number of intrepid foreigners visit Gilgit-Baltistan during the summer to marvel at the towering peaks in the Himalayan and Karakoram ranges, including K2, the second-highest mountain in the world.

An even smaller group tries to climb them. Nanga Parbat is over 8,000 meters (26,250 feet) tall and is notoriously difficult to summit. It is known as the "killer mountain" because of numerous mountaineering deaths in the past.

Pakistan has very close ties with neighboring China and is sensitive to any issue that could harm the relationship. Pakistani officials have reached out to representatives from China and Ukraine to convey their sympathies, the Foreign Ministry said.

The government suspended the chief secretary and top police chief in Gilgit-Baltistan following the attack and ordered an inquiry into the incident, said Khan, the interior minister.

The shooting was one of the worst attacks on foreigners in Pakistan in the last decade. A suicide attack outside a hotel in the southern city of Karachi killed 11 French engineers in 2002. In 2009, gunmen attacked the Sri Lankan cricket team in the eastern city of Lahore, killing six Pakistani policemen, a driver and wounding several players.

Bipartisanship and cooperation does happen on Capitol Hill. Last week, the Senate Finance Committee produced a concise and readable review of options available to change regulation of tax-exempt organizations and charitable giving. The 19-page report is replete with numbered lists, bullet points, and links to source documents where each possible idea is explained in more detail. The document?s introduction states that it is a ?joint product of the majority and minority staffs of the Finance Committee with input from Committee members? staffs.?

The price for this cooperation and collaboration is an absence of expressing a preference or position on any of the possible options. This means it?s difficult to discern from the document which ideas are likely to be pursued, if any, when the Finance Committee turns its hand to tax-reform legislation. As the document?s introduction states, ?In particular, Committee members differ on the question of whether any revenues raised by tax reform should be used to lower tax rates, reduce deficits, or some combination of the two. In an effort to facilitate discussion, this document sets this question aside.?

The value of the document is in its outlining of the various proposals that have been floating around Congress?some recently, and others for many years. The narrative is fact-based and remarkably free of partisan influence, though it has a few areas where it might be improved.

It would have been nice, for example, for the document to note that limiting deductibility of charitable gifts to taxpayers who itemize was included in the 1986 tax reform law as a way to simplify the tax code and benefit non-itemizers. (In the law, non-itemizers were given a very large increase in the standard deduction, which included an assumption of charitable giving. This relieved them of the need to keep receipts and track gifts.)

The report notes that, ?According to the Joint Committee on Taxation, there are about 1.5 million tax-exempt organizations and about 1.1 million organizations eligible to receive deductible contributions (501(c)(3)). About 300,000 of these organizations are religious organizations.? However, it?s not clear whether the figures cited are intended to include the roughly 400,000 religious congregations, up from 350,000 in 2008, that are presumptively treated as charities by the IRS and are not required to apply for tax-exempt recognition or file an annual Form 990 informational return. Also, these numbers do not include local branches of larger charities that are included in a ?group exemption.? This is a minor point, but one with political implications for the organizations involved and their elected representatives.

Bipartisanship on Capitol Hill is rare, and coming to an agreement on larger issues such as tax reform seems like a dream. However, the Senate Finance Committee report helps those interested in tax reform review the option as they apply to nonprofits.?Michael Wyland

Immigration bill clears early Senate hurdles

A bipartisan bill to overhaul the nation's immigration system easily cleared its first procedural hurdle Tuesday afternoon, belying the difficult fight that remains in Congress for the legislation.

The Senate voted 82 to 15 to limit debate on the bill, allowing senators to begin voting on amendments to legislation crafted by the bipartisan Gang of Eight and passed by the Senate Judiciary Committee. All 15 "no" votes came from Republicans.

The initial nod of approval, however, does not mean GOP lawmakers who voted yes on the procedural matter will vote for final passage. Over the coming weeks, Republicans and Democrats will propose their own changes to the bill. Many Republicans, including the bill's co-author, Florida Sen. Marco Rubio, have said they will reject final passage unless the chamber agrees to amendments that strengthen border security.

Speaking on the Senate floor Tuesday morning, Senate Minority Leader Mitch McConnell, who voted in favor of Tuesday's motion to proceed, said he would withhold judgement on whether to support the bill's final passage until after the amendment process.

"It?s time for the Gang of 100 to do its work ? for the entire Senate to have its say on this issue, and see if we can do something to improve the status quo," McConnell said. "At the risk of stating the obvious, this bill has serious flaws. I?ll vote to debate it and for the opportunity to amend it, but in the days ahead there will need to be major changes to this bill if it?s going to become law. These include, but are not limited to, the areas of border security, government benefits and taxes."

The amendment process begins one of the most contentious periods for the bill in the Senate. Republican opponents of the overhaul are expected to offer a series of amendments that could derail the effort. Likewise, Democrats will be required to support changes that strengthen enforcement or face defections from key Republicans who have worked on the bill from the beginning.

Rubio is planning to introduce an amendment to delete a provision that allows immigrants to obtain green cards if they enroll in a government-approved English course. He has also expressed concern over border control measures?something Republican Sen. John Cornyn of Texas has said he will address by introducing an amendment to require four border security "triggers" to be met before a pathway to citizenship for the undocumented can be undertaken.

Republican Sen. David Vitter of Louisiana on Tuesday voted against the procedural measure. "A bill with a $6.3 trillion price tag that completely walks away from border security is not ready for serious discussion or consideration,? Vitter said. ?With so many dangerous flaws, I?ll be opposing the motion to proceed.?

Hours before the vote, President Barack Obama called on Congress to come together to support what he views as the country's best hope to fix the current system.

"If you're not serious about it?if you think that a broken system is the best America can do?then I guess it might make sense to try to block it," Obama said of the bill during remarks delivered in the White House East Room. "But if you're actually serious and sincere about fixing a broken system, this is the vehicle to do it and now is the time to get it done. There is no good reason to play procedural games or engage in obstruction, just to block the best change we've had in years to address this problem."

Obama described the pathway to citizenship offered by the bill as "arduous," noting background checks, learning English, paying taxes and going to the back of the line for citizenship applications. It is estimated it will take 13 years before today's undocumented immigrants can even apply, if the bill is passed by the end of this summer.

Obama, who has made immigration reform a second-term priority, highlighted other aspects of the bill: It would invest millions of additional funds in border security; work to modernize the immigration system; increase penalties against smugglers and traffickers; allow employers to check the immigration status of potential employees more easily; and hold those who hire undocumented workers more accountable.

Obama on Tuesday stressed that the bill is not going to make every stakeholder in the immigration debate happy, but that it remains the best path forward.

There is "no good reason to stand in the way of this bill," he said.

Supporters who appeared with Obama on Tuesday morning included local law enforcement officials, lawmakers from Texas and California, clergy, business leaders, union officials such as AFL-CIO president Richard Trumka, and DREAMers?undocumented immigrants who entered the United States as children.

Obama encouraged lawmakers to think of DREAMers as well as their parents and grandparents as they take up debate on the bill.

Senate Majority Leader Harry Reid, D-Nev., is aiming to push final Senate passage of the bill by July 4.

In the House, a bipartisan group of lawmakers is working on its own version of an immigration reform package. House Speaker John Boehner has urged committees to wrap up their work on the bill by the Fourth of July recess. Boehner said in an interview Tuesday with ABC News that there is "no question" the overall bill could pass by the end of the year.

NEW YORK (AP) ? The Obama administration's appeal in the legal fight over morning-after pills has been officially put on hold until a judge weighs a new plan to allow girls of all ages to buy the contraceptives without a prescription, according to a government letter filed Tuesday.

Lawyers with the Department of Justice and those for the plaintiffs who sued over the issue told the clerk for the federal appeals court in Manhattan that they wanted to suspend the appeals case until they hear again from U.S. District Court Judge Edward Korman, U.S. Attorney Loretta Lynch said in the letter.

The government had appealed the judge's underlying April 5 ruling, which ordered emergency contraceptives based on the hormone levonorgestrel be made available without a prescription, over the counter and without point-of-sale or age restrictions.

But on Monday, the Department of Justice notified him that it was reversing course and seeking prompt Food and Drug Administration approval of all-age sales ? an announcement that pleased girls' and women's rights advocates who said it was long overdue and disappointed social conservatives who claim it threatens the rights of parents and their children.

"It is the government's understanding that the course of action ... fully complies with the district court's judgment in this action," Lynch wrote.

She added that if the judge agrees, "we intend to file with this court notice that the government is voluntarily withdrawing the above-referenced appeal."

It was unclear when the judge would address the issue. A woman answering the phone in his chambers on Tuesday declined to comment.

The government had originally asked the judge to suspend the effect of that ruling until the appeals court could decide the case. But the judge declined, saying the government's decision to restrict sales of the morning-after pill was "politically motivated, scientifically unjustified and contrary to agency precedent." He also said there was no basis to deny the request to make the drugs widely available.

The government had argued that "substantial market confusion" could result if the judge's ruling were enforced while appeals were pending, only to be later overturned.

Last week, an appeals court dealt the government a setback by saying it would immediately permit unrestricted sales of the two-pill version of the emergency contraception until the appeal was decided.

The morning-after pill contains a higher dose of the female hormone progestin than is in regular birth control pills. Taking it within 72 hours of rape, condom failure or just forgetting regular contraception can cut the chances of pregnancy by up to 89 percent, but it works best within the first 24 hours. If a girl or woman already is pregnant, the pill, which prevents ovulation or fertilization of an egg, has no effect.

The FDA was preparing in 2011 to allow over-the-counter sales of the morning-after pill with no limits when Health and Human Services Secretary Kathleen Sebelius overruled her own scientists in an unprecedented move.

The FDA announced in late April that Plan B One-Step, the newer version of emergency contraception, the same drug but combined into one pill instead of two, could be sold without a prescription to those age 15 or older. Its maker, Teva Women's Health, plans to begin those sales soon. Sales had previously been limited to those who were at least 17.

The judge later ridiculed the FDA changes, saying they established "nonsensical rules" that favored sales of the Plan B One-Step morning-after pill and were made "to sugarcoat" the government's appeal.

Reluctant to get drawn into a messy second-term spat over social issues, officials in President Barack Obama's White House have argued that the FDA and the Department of Justice were acting independently of the White House in deciding how to proceed.

MISSOULA, Mont. (AP) ? A Pennsylvania doctor on a guided fishing trip in southwestern Montana went home with an amazing tale of hauling in a 25-pound lunker ? a baby moose she helped rescue from a rushing river.

Karen Sciascia of Red Hill, Pa., and a guide were fishing the Big Hole River on Saturday when they spotted a cow moose with a calf trying to cross the waterway.

"We were watching this adult female struggling back and forth, and we didn't see a baby until we got close," Sciascia told the Missoulian (http://bit.ly/18RzCfb) for a story published Thursday. "Mom kept pushing ? the current was pretty swift. The mother bolted and took off across the river. She was trying to get across the main portion of the channel, and even she struggled."

When the calf stepped off the gravel bar into the water to follow its mother, it was swept downstream.

"It was small, and the river was swift," Sciascia said. "We lost sight of the baby. It was hurtling downstream and was being pushed by the river. It was too small to ever fight the current."

Sciascia and guide Seth McLean with Four Rivers Fishing Co. in Twin Bridges followed downriver, finally spotting the tiny moose's nose just above the water.

"We got up alongside it, and I just grabbed the little bugger. I scooped it up from the river under its front legs," Sciascia said.

"I tried to hold it out, not wanting to get my scent all over it, but it was basically limp," she said. "It was breathing, and with my hand on its chest, I could feel its heart beating real fast."

McLean rowed the raft upstream and snapped a photo before they dropped off the calf at the side of the river.

The mother had disappeared into the woods but returned to the river after hearing the crying of her young calf. It sounded like a puppy, Sciascia said.

"When we last saw her, we were heading downstream," she said. "The mother was heading toward it. She had come out of the woods and was heading toward her baby."

Four Rivers Fishing posted the story, titled "Of Moose and Men," on its Facebook page Wednesday.

"It was cool to be in the right place at the right time," Sciascia said.

Mars rat? Another case of Red Planet pareidolia (+video)

Mars rat: NASA's Mars Curiosity rover took a snapshot of a rock that looks like a rat or maybe a lizard. UFO buffs spotted it and now the 'Mars rat' image has gone viral. Do you see it?

A Mars rock that bears a passing resemblance to a rat is scuttling across the Internet with gusto, even inspiring some fans to set up a Twitter account in its name.

UFO buffs spotted the purported "Mars rat" in a panoramic photo snapped in September 2012 by NASA's Curiosity rover. Zooming in on a portion of the image reveals what appears to be a rodent crouching between two rocks, its nose to the ground.

"It's a cute rodent on Mars. Note its lighter-color upper and lower eyelids, its nose and cheek areas, its ear, its front leg and stomach," Scott Waring wrote at UFO Sightings Daily?back in December. "Looks similar to a squirrel camouflaged in the stones and sand by its colors." ['Mars Rat' Photographed by Curiosity Rover (Video)]

In an update to that post, Waring raised the possibility that NASA flew the rat/squirrel to Mars?secretly, as part of an experiment testing out the Red Planet's ability to support life as we know it.

"Why would they not tell us about it?" Waring wrote. "Because the squirrel would be expected to die eventually and that would get PETA [People for the Ethical Treatment of Animals] to fight against them in a court of law."

The Mars rat has now gone viral, jumping from the pages of UFO Sightings Daily to more mainstream publications such as Discovery News, Fox News and a host of other outlets (including, of course, SPACE.com).

The rodent has even picked up its own Twitter account, @RealMarsRat. Just 49 people were following the rat as of Friday afternoon (May 31), but that's still pretty good for a rodent.

While some people seem to really believe that a squirrel is crawling around on the Red Planet (or was in September, anyway), the Mars rodent is actually an example of a psychological phenomenon called pareidolia.

Pareidolia refers to the tendency of the human brain to perceive animals or other familiar shapes in vague or random images. For example, the face of Christ Jesus in a grilled cheese sandwich or a tortilla. The phenomenon has fueled a great deal of excited speculation about the Red Planet over the years, most famously after some people saw a humanoid face on Mars in photos taken by NASA's Viking 1 orbiter in 1976.

And just this March, UFO Sightings Daily reported that an apparent animal, perhaps a rat or a lizard, lurked in another one of Curiosity's photos.

It's highly unlikely that a rat, squirrel, lizard or any other organism could survive on the cold, dry Martian surface today, researchers say, though some scientists think the Red Planet may still be able to support microbial life in select underground pockets.

Things were likely different in Mars' wetter and warmer past, however. Curiosity's observations led mission scientists to announce earlier this year that microbes could have survived on the Red Planet billions of years ago.
