United Party for National Development (UPND) Leader Hikainde Hichilema has accused President Michael Sata of beginning the construction of his retirement home at a cost of K1.4 billion while he is a sitting president. According to the statement, this action is a violation of the republic constitution which only provides such privilege to a former head of state.

Early this year, we alerted the nation that Mr. Sata had begun constructing his retirement home near state lodge illegally using government resources.

Government spokesperson Hon Kennedy Sakeni refuted our assertion and alleged that we were bitter and chocking with envy after the 2011 electoral defeat.

Lies have a very short life span and we have been vindicated.

Mr. Sata sent his uncle Hon Alexander Bwalya Chikwanda as a bearer of a message to Parliament to solicit for K1.4 billion for the construction of his house. Page 911 of the yellow book attest to this.

Our contention is that our laws do not provide for such type of expenditure. This is a clear violation of our statutes. Act number 21 of 1998, chapter 15 section 4a states as follows:

?assigned to a former President within a period of not more than two years from the date of ceasing to hold office, a furnished executive house built or bought in Zambia by the State at a place of the former President?s choice?.

Clearly, this is a benefit given to a former President not a sitting one. Is Mr. Sata a retired, sitting President? We are concerned that Mr. Sata has continued raping our constitution with impunity. If Mr. Sata had any sense of morality, he would have concentrated on paying retirees who have already worked for their money than paying himself a retirement prematurely.

We call on all Honourable Members of Parliament across political divide to do the honourable thing by stopping this reckless, proposed spending.

This level of self aggrandizement is unacceptable especially that houses for the second, third and fourth former Republican Presidents are not completed. If this reckless expenditure is not stopped in Parliament, UPND shall explore other democratic options available.

Soccer star, pop diva run in Ukraine's election

KIEV, Ukraine (AP) ? An extravagantly dressed pop diva, a retired football star, the son of a famous actor, an opposition leader suspiciously cozy with the government. Meet some members of the eclectic cast running in Sunday's parliamentary election in Ukraine.

Ukrainian political parties have brought in celebrities or even created fake opposition in an effort to boost their ratings and split their rivals' vote. Such tactics raise questions about Ukraine's commitment to democracy and its hopes of integrating with the West.

The two main pro-Western opposition parties hope to challenge President Viktor Yanukovych's nearly three-year grip on power. They aim to wrestle the parliamentary majority away from his Party of Regions and undo actions that have been judged undemocratic by the West, such as the imprisonment of charismatic former Prime Minister Yulia Tymoshenko.

The Party of Regions has tried to raise its profile by offering the No. 2 spot on its candidate list to pop diva Taisia Povaliy, which guarantees her a seat in Ukraine's parliament, the Verkhovna Rada. The 47-year-old blonde, who wears low-cut, floor-length gowns and sings about the pain of lost love, acknowledges that politics had never been her calling.

"I never thought that I would run for parliament, I never planned it. And then I discovered that people ? the people themselves ? want me to represent them," Povaliy said on a TV celebrity gossip program. "What difference does it make if I work on stage or in the Verkhovna Rada?"

Ukraine Forward, led by former Tymoshenko ally Natalia Korolevska, is widely believed to be supported by the ruling party and aimed at siphoning off opposition votes. Korolevska, a 37-year-old businesswoman-turned-politician, was ousted from Tymoshenko's party in the spring after she refused to support a motion calling for the jailed leader's release.

She went on to found her own party, hoping to attract Tymoshenko voters looking for an attractive, pro-Western female leader. Even though she denies any government links and is calling for the ouster of Prime Minister Azarov, Korolevska gets so much airtime on government-friendly television channels that she is viewed as a tool of Yanukovych's team.

To lead her party's candidate list, Korolevska brought in retired football star Andriy Shevchenko and actor Ostap Stupka, the less illustrious son of late renowned actor Bohdan Stupka. Giant billboards of her and the two celebrities went up along streets and roads.

Shevchenko, the 36-year-old striker known as Sheva, is extremely popular in Ukraine, but many wonder how he would make the transition to lawmaker.

In an interview with The Associated Press, Shevchenko said he planned to concentrate on sports and health issues in parliament and cited the poor athletic condition of many Ukrainian school students as one of the top problems in the country.

"What has Ukraine come to? Today, 70 percent of children cannot do a simple set of physical exercises," Shevchenko said.

Andreas Umland, a political scientist at the Kyiv-Mohyla Academy, said that political shenanigans are corrupting the democratic process in this former Soviet republic.

"Obviously, the readiness to manipulate politics with all sorts of dubious strategies is high, and includes the active use of politically incompetent, but famous figures," Umland said.

And the celebrities are only happy to oblige. It seems that many of them run for parliament to get the perks and parliamentary immunity enjoyed by Ukrainian lawmakers rather than a desire to serve their nation ? a trend evidenced by the fact that legislators regularly ditch parliament sessions and simply hand their voting cards to their colleagues.

World boxing champion Vitali Klitschko, 40, is also running for parliament, but he has years of political experience and a record of challenging Yanukovych's party in the Kiev city council ? "like a burr under the saddle," as he puts it. With Tymoshenko in prison, his Udar, or Punch, party has gained popularity in recent months and is running neck-and-neck with Tymoshenko's Fatherland party. The two parties' failure to join forces plays into the hands of Yanukovych.

Klitshchko, a tower of muscle, says that competing on Ukraine's political arena, with its dirty tricks and below-the-belt punches, can be harder than fighting in the boxing ring.

"We have declared a fight for Ukraine and we will win it!" he told hundreds of cheering supporters at a campaign rally in Kiev last week.

With the campaign almost over, pollsters say that the use of celebrities has largely failed to sway Ukrainian voters. Korolevska's party is now less popular than before recruiting Shevchenko, prompting her to replace posters showing him and Stupka with just her face.

"This demonstrates the stupidity of our politicians," said Iryna Bekeshkina, head of the Democratic Initiatives Foundation, a polling agency. "At the end of the day our voter, of course, is still far from being rational, but still he is not that stupid."

(AP) ? When Ohio State quarterback Braxton Miller first was hurt in Saturday's game against Purdue, he didn't know what to think.

He'd never before been thrown down on his head and neck.

"I didn't know what it was," he said of his injury. "I was just a little bit dizzy from the hit, whiplash. So they sent me to the hospital to see what it was."

Tests determined that Miller, a sophomore who ranks among the top rushers in the nation, did not have a concussion or any other serious injury. He was cleared to return to practice immediately. The only lingering problem has been a slightly sore neck.

"No. 5 is doing good," coach Urban Meyer said after Ohio State's Wednesday practice. "Full-speed practices really yesterday and today. Sore neck, but today's much better. He lifted (weights) and he's good to go."

Miller was tackled from behind by Purdue defensive back Josh Johnson late in the third quarter of No. 9 Ohio State's home game. He was thrown hard to the turf, had difficulty getting up, and then had to be carted off the field.

"It was just one of those type hits you clench your eyes," Miller said.

The ninth-ranked Buckeyes trailed 20-14 when he left. Backup Kenny Guiton threw an interception and the Ohio State offense surrendered a safety, but Guiton led a last-minute, 61-yard drive that resulted in a touchdown pass and two-point conversion pass with 3 seconds left to force overtime.

The Buckeyes (8-0, 4-0 Big Ten) ended up pulling out an improbable 29-22 win.

In the hospital, Miller was trying to find out how his teammates were doing.

"I just kept asking the nurse. (She'd say), 'I don't know. We're working on you,'" he said with a laugh. "I just kept asking and they finally told me."

Miller has been receiving daily rehab of massage, stretching, ice and anti-inflammatories for a sore neck. Other than that, he says he's 100 percent.

Meyer said Miller is not under any limitations for Saturday's big showdown against Penn State (5-2, 3-0). He is listed as the starter.

"I'd say I'm full go," Miller said.

WiFi Overview 360 Pro (for Android)


WiFi Overview Pro is a wireless analyzer and sniffer that runs on an Android phone or tablet. While this lightweight app (which costs the odd sum of $1.31, there's free edition too, subject to ads) is not a substitute for enterprise-level wifi analyzers that can do reporting, auditing and aid in troubleshooting wireless network issues?the app servers as a portable wireless tool that offers handy information about wireless networks in an area. There are a few issues here and there with the app not doing what it's supposed to do, but otherwise quite impressive for the price.

WiFi Overview Pro's Capabilities
On my Android phone (somewhat dated with the Gingerbread software) I can't see much information about wireless networks other than the signal strength as represented by fours bars, the encryption level of a WLAN, link speed, and the IP address the Android device receives when connected. Pretty basic information within the native OS.
Even other Wi-Fi Android apps I've tested such as Wi-Fi Ruler and Fing, don?t provide much more than the information you can see natively within the Android OS.

There's a lot more information displayed in WiFi Overview. On the main screen alone all of the wireless networks nearby are displayed with color-coded signal strength bars for each network. The color coding indicates if the network is one to which you are connected, a known network, or an open network.

In addition, the main screen provides the SSID, MAC address, channel and frequency. A quick tap on the wi-fi network I connected to, provided even more detail: the signal strength in dbm, wifi speed, IP address, netmask, gateway, DHCP and DNS servers, and the external IP address of any WAN/Internet connection.? There's also a graph rendered in real-time which displays the signal strength as you are connected.

Interface
WiFi Overview managed to pack a lot of information into the relatively small screen of my Android phone, without making the interface seem crowded. There are menu buttons at the top of the home screen. The "Main" button returns you to back to the home screen. "Wi-Fi Info" opens up that detailed information on a wireless network that you can get by tapping on the network from the home screen, "Graph" will display signal strength graphs for all wireless networks in the location.

Two features are particularly useful. One is "Ch. Check," short for "Channel Check." This feature will tell which channel a wireless network is set, and give recommendations for the best, least-crowded channel. "Ch. Radar"?short for "Check Radar" shows the signal strength of all networks in real-time and in decibels. These are two features that boost the app to a professional level as they could be used to monitor and configure access points in an infrastructure and aid in setting them for optimum performance.

I also really like the ability to create a quick shortcut to a WLAN you connect to regularly especially since you can't do that with the native Android OS.

Wi-Fi Sniffer
The app includes a Wi-Fi sniffer with customizable settings. For example, you can opt to auto-connect to an open wireless network, or set the connection sensitivity (which is at -81 dbm, by default). You can also enable notifications when a connection is made.

The customization is where I encountered an issue. I first had the sniffer set to auto-connect to open networks, which it did just fine. When I disabled this feature, the app still connected to the open network and even a complete reboot of my phone did not help.

I also noticed the app shows a lock next to a secured network?as is standard in wireless software. Yet, when I removed security from an access point, the lock remained in the interface next to that network.

Exiting out of the app also requires a few taps on the "back" button before the app would close; not as pressing of an issue as auto-connect not disabling or not reporting the correct security, though.

Pocket Wireless Tool Needs Small Improvements
WiFi Overview 360 is a handy wireless tool that you can of course take on the go with your Android device. It offers a very sharp and colorful interface which the developed obviously put a lot of thought into. Flakiness with reporting security and auto-connection behavior needs to be addressed. Still for just a little over a buck, the app is worth for the channel information and other details you get alone and is a three star app for networking software.

Exercise may lead to better school performance for kids with ADHD

ScienceDaily (Oct. 16, 2012) ? A few minutes of exercise can help children with attention deficit hyperactivity disorder perform better academically, according to a new study led by a Michigan State University researcher.

The study, published in the current issue of the Journal of Pediatrics, shows for the first time that kids with ADHD can better drown out distractions and focus on a task after a single bout of exercise. Scientists say such "inhibitory control" is the main challenge faced by people with the disorder.

"This provides some very early evidence that exercise might be a tool in our nonpharmaceutical treatment of ADHD," said Matthew Pontifex, MSU assistant professor of kinesiology, who led the study. "Maybe our first course of action that we would recommend to developmental psychologists would be to increase children's physical activity."

While drugs have proven largely effective in treating many of the 2.5 million school-aged American children with ADHD, a growing number of parents and physicians worry about the side effects and costs of medication.

In the study, Pontifex and colleagues asked 40 children aged 8 to 10, half of whom had ADHD, to spend 20 minutes either walking briskly on a treadmill or reading while seated. The children then took a brief reading comprehension and math exam similar to longer standardized tests. They also played a simple computer game in which they had to ignore visual stimuli to quickly determine which direction a cartoon fish was swimming.

The results showed all of the children performed better on both tests after exercising. In the computer game, those with ADHD also were better able to slow down after making an error to avoid repeat mistakes -- a particular challenge for those with the disorder.

Pontifex said the findings support calls for more physical activity during the school day. Other researchers have found that children with ADHD are less likely to be physically active or play organized sports. Meanwhile, many schools have cut recess and physical education programs in response to shrinking budgets.

"To date there really isn't a whole lot of evidence that schools can pull from to justify why these physical education programs should be in existence," he said. "So what we're trying to do is target our research to provide that type of evidence."

Pontifex conducted the study for his doctoral dissertation at the University of Illinois before joining the MSU faculty. His co-investigators included his adviser, kinesiology professor Charles Hillman, and Daniel Picchietti, a pediatrician at the Carle Foundation Hospital in Champaign, Ill. The research was funded by the National Institute of Child Health and Human Development.

Secretary of State Hillary Clinton told CNN in an interview Monday that she?not the White House?takes responsibility for the security situation in Benghazi, Libya, ahead of the Sept. 11 terrorist attack there that claimed the lives of four Americans, including the ambassador.

"I take responsibility," Clinton told CNN in one of a series of television interviews she gave after arriving in Peru. The comments from America's top diplomat came on the eve of President Barack Obama's second debate with Republican challenger Mitt Romney, a face-off that seemed likely to include questions about the administration's handling of the bloody assault.

"I want to avoid some kind of political gotcha" with just three weeks before the election, Clinton said, underlining that she?not Obama and Vice President Joe Biden?has the final word on security at America's diplomatic posts overseas.

The White House took heavy fire from Republicans for blaming the attack on Muslim anger at an Internet video ridiculing Islam?even though intelligence officials from the U.S., France, Britain and Italy had quickly labeled the assault an act of terrorism.

And Biden stoked the controversy when he said, in his debate with Republican rival Paul Ryan last week, that "we weren't told" of requests for more security on the ground. State Department officials had testified that such requests had been denied by Washington.

U.S. Ambassador to Libya Chris Stevens was slain in the onslaught, making him the first American ambassador killed in such an attack since 1979. Romney has led Republican charges that the strike is a symptom of Obama's "unraveling" foreign policy.

In the CNN interview, Clinton blamed "confusion" after the attack for the initial focus on the video, which has fueled angry demonstrations across the Muslim world. The State Department has said it never blamed demonstrations for the bloodshed in Benghazi. The White House has said that the intelligence community initially believed that the film had played a role.

Clinton also said that while she would work to improve diplomatic security, "we cannot retreat" from the world. "We can't not engage," she said.

From October 7th to 14th, the Global Week of Action against Debt and IFIs will be celebrated worldwide. This week?s fight was established in the World Social Forum at Nairobi in 2007, to denounce the injustice of foreign debt on peripheral states and the submission policies imposed by multilateral agencies like the International Monetary Fund or the World Bank.

Since the housing bubble burst and triggered the financial crisis, debt has become our worst nightmare and the perfect excuse for financial powers to impose the ultra-liberal reforms they have been after for some time in order to ensure a higher rate of capital transfer from low and middle class incomes to high ones.

As with the people of Latin America, Africa or Asia since the 80?s, debt has become financial power?s instrument of mass domination to also subjugate European democracies. Since the Maastricht Treaty for the adoption of the Euro, the treaties signed by our governments (such as the Euro Pact and the Financial Stability Pact) granted increasing monetary, fiscal and budgetary power to unelected bodies such as the European Commission or the European Central Bank, which is a direct usurpation of sovereignty.

The most blatant interference of these organisms in our sovereignty occurred last year with the shameful constitutional reform to prioritize debt repayment over people?s rights, without any social consultation. To make matters worse, a new blow to our fragile democracy is being prepared by the European Stability Mechanism (ESM), which will subject us to the dictates of the International Monetary Fund and its sadly famous Structural Adjustment Programmes that devastated the economies of poor countries for decades. Theft of popular sovereignty has made clear that democracy is incompatible with capitalism.

This is why we claim that debt is illegitimate. As in peripheral countries, debt has been induced by financial powers to subdue populations to their private interests. In addition, most of Spanish public debt has been subscribed to benefit a small elite in detriment of the majority. The clearest example is seen in the bank rescue, which has meant more than 215,000 million euros to the public treasury, to which we must add the 100,000 million bailout fund that the EU has made available for Spanish banks and which the State is the ultimate guarantor. Private debt becomes public debt and we are all made to pay, never benefiting from it, rather the contrary, for debt payment implies a huge drawdown of resources that ensure basic rights such as health, education, pensions or decent wages.

Therefore, from the Citizen Debt Audit Platform (PACD), we have started a citizen debt audit process to demonstrate the illegitimacy of debt, to repudiate its payment and demand civil and criminal liability for those who generated it. Skydiver hopes to break sound barrier on Sunday

ROSWELL, N.M. (AP) ? Extreme athlete and record-setting high-altitude jumper Felix Baumgartner hopes no more last-minute cancellations will thwart his death-defying attempt to be the first skydiver in history to break the sound barrier.

The former Austrian paratrooper's team set Sunday as the new date for the jump.

As of Saturday, the weather forecast seemed favorable for the 30 million cubic foot helium balloon to hoist the 3000-pound capsule that will carry jumper 23 miles up in the sky.

If successful, the man nicknamed "Fearless Felix" will break a 52-year-old altitude record by Joe Kittinger, who jumped from 19.5 miles and reached a speed of 614 mph, just under the sound barrier.

The jump was postponed on Monday and Tuesday because of unexpected winds.

Sunday will hopefully be the end of a five-year road for Baumgartner, who already made two preparation jumps in the area, one in March from 15 miles high and on in July from 18 miles high. It will also be the end of his extreme altitude jumping career; he has promised this will be his final jump.

Coincidentally, Sunday also marks the 65th anniversary of U.S. test pilot Chuck Yeager successful attempt to become the first man to officially break the sound barrier aboard an airplane.

Baumgartner plans to travel faster than the speed of sound with only the benefit of a high-tech suit.

Dr. Jonathan Clark, Baumgartner's medical director, has told reporters he expects the pressurized spacesuit to protect him from the shock waves of breaking the sound barrier. If all goes well and he survives the jump, NASA could certify a new generation of spacesuits for protecting astronauts and provide an escape option from spacecraft at 120,000 feet, he said.

Any contact with the capsule on his exit could tear the pressurized suit. A rip could expose him to a lack of oxygen and temperatures as low as 70 degrees below zero. It could cause potentially lethal bubbles to form in his bodily fluids, a condition known as "boiling blood."

Clark is a NASA space shuttle crew surgeon who lost his wife, Laurel Clark, in the 2003 Columbia accident. No one knows what happens to a body when it breaks the sound barrier, Clark said.

If the weather permits, Baumgartner early Sunday will start his three-hour-long ascent to the stratosphere from this desert town better known as the site of a rumored UFO landing in 1947.

Jumping from more than three times the height of the average cruising altitude for jetliners, Baumgartner's expects to hit a speed of 690 mph or more before he activates his parachute at 9,500 feet above sea level, or about 5,000 feet above the ground in southeastern New Mexico. The total jump should take about 10 minutes.

The energy drink maker Red Bull, which is sponsoring the feat, has been promoting a live Internet stream of the event from nearly 30 cameras on the capsule, the ground and a helicopter. But organizers said there will be a 20-second delay in their broadcast of footage in case of a tragic accident.

After the jump, Baumgartner says he plans to settle down with his girlfriend and fly helicopters on mountain rescue and firefighting missions in the U.S. and Austria.
